Dubai is home to more than 30 free zones, each with its own regulatory authority, approval processes and contractor requirements. Why Free Zone Approvals Are Different
Unlike mainland Dubai projects regulated by Dubai Municipality, free zone projects are governed by their respective free zone authorities. This means that a contractor approved by DM to work across Dubai mainland may not be authorized to carry out works in DMCC, DIFC, JAFZA, or TECOM without separate free zone approval.
Key Free Zones and Their Authorities
DMCC — Jumeirah Lakes Towers
DMCC requires contractors to be registered with their authority before submitting any fit-out application. The approval process involves submission of architectural drawings, MEP drawings, a fit-out liability form, and contractor details.
DIFC — Dubai International Financial Centre
DIFC operates under its own legal and regulatory framework. Fit-out contractors must be approved by DIFC, and all works require building permit applications with full compliance to DIFC design and construction standards.
TECOM Group (DIC, DMC, DKP)
TECOM manages multiple business parks and requires contractors to hold a TECOM contractor card. Each project requires a NoC application, drawing submission and fit-out permit before works can commence.
JAFZA
Jebel Ali Free Zone has its own planning and building department. All construction and fit-out works require JAFZA building permits, and contractors must be registered with the free zone.
